An Invitation to tender (ITT) (also known as a Request for proposal or Statement of requirements) is drafted by a customer who wishes to seek proposals from suppliers in relation to its requirements for the provision of a certain service. The ITT should include all the information which the customer considers that the supplier needs to enable it to make a meaningful bid for the services. Obviously, a clear and detailed statement of the service requirements, if known, should be included. The more that is included in the ITT, the more likely it is that the customer will receive a comprehensive response from suppliers and one that will enable the customer to compare like with like when reviewing the various suppliers' responses.
